For the last 15 years, Mexico has been pursuing a vigorous campaign of housing construction for poor and low-income workers through the government agency, INFONAVIT, the source of low interest mortgages for buyers. Although recently constructed, many of these predominantly one and two bedroom houses on the outskirts of the country's larger cities, already show deterioration due to official neglect, the worsening economic crisis and an overall lack of civic pride. These conditions have fostered the growth of so-called 'ex-urb ghettos' with all the concomitant problems of drugs, insecurity, violence and dysfunctional families. State police units set up random checkpoints on the streets of the Colonia Alianza Real in Escobedo, Nuevo Leon to check for weapons and drugs.
