TIPNIS stands for Territorio Indigena y Parque Nacional Isiboro Secure (Isiboro Secure National Park and Indigenous Territory), a protected area in central Bolivia. The government plans to build a road through the Park to link Villa Tunari (Cochabamba department) with San Ignacio de Moxos (Beni department) and construction has started at both ends of the road, but without consulting the indigenous people who live in the Park as required by the Bolivia constitution. In 2011 and 2012 there were big protest marches by groups both against and in favour of the road construction, and the issue has been arguably the most contentious and controversial of Evo Morales' government. Road construction was halted in 2012 while a consultation was carried out among the communities that live in the Park. The graffiti reads "The voice of the people or the voice of Lula?" Lula is the ex Brazilian president Luiz Inácio Lula da Silva who lobbied for and obtained the road building contract (which has now been canceled) for the Brazilian company OAS. One of the many claims of anti road protesters is that the road will benefit Brazilian economic interests more than Bolivian.
