On the 3rd of December, in Oslo, Norway and international treaty banning the use of cluster bombs will be signed by participating countries. Over 100 countries have agreed to join what is the most significant step in disarmament since the 1997 antipersonnel mines treaty. Cluster bombs are bombs that contain many sub bombs or "bomblets" that spread out over a large area and can be anti-personnel or anti anti tank bombs. Some bombs contain as many as 670 "bomblets" an can be air-dropped or delivered from the ground. They are very dangerous to civilians as they spread out over such a large area that it makes it impossible to avoid civilians casualties. Also many "bombets" fail to explode immediately but lie on the surface or buried underground until they are disturbed causing civilian casualties for years to come. Laos is the most bombed country (per capita) in the world. Two million tonnes of ordnance was dropped on Laos during the Indo-china war (1964-73) which includes 280 million "bomblets". Since 1975 it is estimated that there have been 13, 000 casualties and that 87, 200sq miles of land (from a countrywide total of 236, 800) is contaminated and at risk from un-exploded ordnance (UXO). Currently over half of the casualties are caused by cluster bombs. UXO Laos is a government organisation set up in 1994 with the help of MAG (mine advisory group). UXO Laos are one of several organisation with the job of clearing UXO (unexploded ordnance). UXO Laos are funded by international donors, but their staff are local people. At the current rate of clearance and funding it will take hundreds if not thousands of years to clear all the effected areas of Laos. I
