U.S. and Cuban shields, oak leaves, a sword, an anchor, and the stars and stripes are all incorporated into the decorative gold-embossed border. Schley had a long and distinguished career in the service of the U.S. Navy and was a popular hero of the Spanish-American War for his sinking of the Spanish Squadron. He was awarded the rank of admiral in 1899, and he retired in 1901. A 1901 naval court of inquiry (convened at his request) praised his role in the Battle of Santiago de Cuba, but criticized him for various mistakes he made in the battle situation and for disobedience to a dispatch.
