Street Art or Graffiti was a crime in Colombia until 2011 following the death of 16 year old, Diego Felipe Becerra who was shot by police whilst he was creating his signature image of Felix the cat. Gustavo Petro, then mayor of Bogotá, issued a decree to decriminalise graffiti and street art painting to help promote what was seen as a new form of artistic and cultural expression, but with the agreement that certain areas should remain free from graffiti, such as public buildings and monuments. This area is known as the Industrial Zone, Puente, the local Trans Milenio stop has been renamed Distrito Graffiti. During the Graffiti District Festival in 2018 25 artist participated, many coming from all over the world including The London Police (England), Sabotaje al Montaje (Spain), Los CMS (Venezuela), Jade (Peru), Spok (Spain), Flop (Brazil), El Pez (Spain), Bikisimo (Puerto Rico), Esteban Del Valle (USA), Kenor (Spain), Farid Rueda (Mexico), El Xupet Negre (Spain), and BIO from the world famous TATS CRU (USA). Since that time additional works have been expanded within the area, the images shown where taken in December 2019 and January 2020.
